Abstract
The European Commission’s Joint Research Centre (JRC) Generative AI Outlook report 2025 examines the transformative potential of Generative AI (GenAI) for innovation, productivity, and societal change in the European Union. GenAI’s ability to generate human-like content at scale offers significant opportunities across sectors such as healthcare, education, and creative industries. However, the report also highlights risks including misinformation, bias, labor market disruption, and privacy concerns. It calls for a multidisciplinary approach and comprehensive EU regulatory frameworks, including the AI Act, to ensure trustworthy and responsible development. The report stresses strategic policy interventions to maximize GenAI’s benefits while addressing challenges in alignment with democratic values and EU law.
